Speed Limits for PCH LCR

It's time for Caltrans to (re-) think traffic speeds posted on Laguna's arterial roads PCH and Laguna Canyon.   The UPS Store mishap is a case in point where fortunately no bystanders were injured. As the OTS rankings show, Laguna's arterial road users aren't always this lucky.       -LS
